A roll back is a reset of data to a previous date. All the people who bought accounts such as she above me are having a cry because the new system meant they can get hacked since you only need the ID and SA to change the pw and thus the original owners of the account are hacking them back. They want a roll back to get the accounts back but buying characters is illegal thus they wont do it and ignoring the 'verify you accounts now' notice is their own fault
