[Release] Monster.sql generator

Hi guys, i made simple script to generate monster.sql.
It does not update all values but the essentials such as HP, MobName and Level...

I'll also leave the python code so you can check how it was done.
What you need to do is: Use

to convert SDATA to CSV and then convert CSV to SQL
