Are creating many accounts

I was noticing that they are creating many accounts on the server. a single person created about 1130 accounts, with no created characters. I do not understand the reason because it does not affect the server at all, they are just flooding the database with garbage, but this does not disturb the
server, I would like someone to explain it to me. and if there is any way to stop this silly thing.

For example just 5 registrations from same ip in 5 minutes.
