why would people want this if they can easily edit their ps_game.exe, won't need to always re do the cheat engine code all the time wasting time, using extra memory that they could use towards something better on their server.

Because the using of Cheat Engine is to Easy reverse the code in one clic !

like for trade chat its very useful ! when you see that one drama light dark start ! you could simply uncheck the cross chat
at least he release something that could be use.

where need to put file? in data.saf

Open ps_game.exe in OllyDBG, Ctrl + G - 0046ECF6. There you'll see
Code:

MOV CL,BYTE PTR DS:[EAX+12D]
CMP CL,BYTE PTR DS:[EBX+12D]
JNZ SHORT ps_game.0046ED67

Select these 3 lines -> right click -> Binary -> Fill with NOPs -> right click -> Copy to executable -> Selection/All modification(no matter) -> right click -> Save File
