but I have ep of max lvl 70 and wants increased it to max lvl 75. that each new player he could exp from lvl 1 to 75

Level cap is the max level 'a character' can go (by leveling).
He gave you what you asked for. Read the post (don't forget to fix the database), and you'll find your answer.
There's a tool around that automatically changes the cap (by nubness), but it won't hurt if you learn first 'how it works'.

what is the hex code to 75 lvl???

Open your windows calculator -> View -> Programmer, enter 75 and press on the Hex radio box, it'll show you the hex value for it. This is a very useful way to convert your numbers from one base to another.
