Hard for me to see but you don't have it at 100, so it's not always going to drop. Did you kill a lot of them? Did you restart ps_game.exe? Is the grade populated with anything?
If you already restarted the server, and killed "a lot" of mobs, I simply suggest to keep doing it, because it is at 20% and 1-2% so, basically the drop rate for the items you are showing is really low, do the test yourself by putting them on a 100% and you will see the results
Ah, one other thing. I've had.. errors when there was an empty grade, or not dropping item between the items I wanted to drop. Move the items down two rows, so the Grade 0 and DropRate 0 items for the same mob are on the last two ItemOrder.
Although I'm not *exactly* sure how it works, I do know for a fact that I have set mobs' 6th drops at 50000 and it is 50%, reliably. By that theory, 1000 should be a 1% chance, for drop 6, so you may need to test more than a hundred mobs, in case you were just very, very unlucky.
The way it works (as far as I can tell) is 1-100 for drops #1-5, obviously each number represents a direct percent; it's 1-100000 for drop #6, with 100000 being 100%, and 1000 being 1%, etc; and drops #7-9 are 1-1000000, with 1000000 being 100%.

What this means is, if I am even remotely correct (which I believe I am), your drop chances are something like 1 or 2 / 100,000 and 20 / 1,000,000. At those rates, you'd need to kill a loooooot of mobs before you got a drop. lol
The way I did it was, I made my drops 1-5 the percent-based ones (5%, 20%, 75%, etc) and made 6-9 my 100% drops (just make the value an insanely high number, like a million). Otherwise you can try to figure out the mathematics in the exact number-to-percent ratio; I know I'm close, but I don't think it's exactly right.
