Sorry for all the **** questions.
Luckily i got my server up.
Now i want to stay ep4.5 but i want to add the 60-70 gears to it and edit them for lvl 59-60

I just kinda needs some help on how to do this.
Like where can i get the correct files for the armor?
And how do i add them to my DB?
and finally how do i edit them for 59-60?
I know these are n00b questions but i'm just slowly learning SQL and how to work a database.
I would greatly appreciate the help.

Also i have used the search bar before someone suggests it but when i read the comments on most of the ep5 armor and weapon files someone says they don't work >.<

Your right, this is the wrong section for your question. The Dev Section is for releases and guides only, the whole point of this, is so that silly questions dont take up all the room and push the real, useful information topics down to the bottom of the pile, thus making it harder for people to find out what to do when they do have a problem.

Anyways, back to your question, you kinda answered it all yourself.

the 60-70 armors (EP5) can be found... in the EP5 game files... simple enough.
you have a range of options here, download the officla shaiya, run the updater and have all the newest files.. or look in the Dev section for one of the many many releases of EP5 files. (which you would have found using any simple search with "armors" in it here)
Aswell as adding items to your database, you need to have them in your client, so that people actually SEE what you have. To do this, most people use a magical tool called "Shaiya Studio", from Castor here at Epvp along with an equally magic tool called "Shaiya Data File Tool" from LilProHacker. To work out how to extract, import and assign those files go check out the Dev Section for those tool's posts.

Lilpro, and Castor have very kindly written in depth guides on how to use there tools, along with the many many comments in each topic explaining all you'll ever need to know about them. (including how to set the items level to whatever you want)

If you do have questions, post them in the right section, or most people will just ignore you, and refuse to give you any answers anyways... then Bane will come and beat you with a stick for posting in the wrong section.

Lol so i have them in my Client but i'm not positive on how to add them to my DB.
Can someone tell me exactly how to put them in my DB?

Well then if they are in your client already you have a few options.

a) manually add each "new" item in your database under the [PS_GameDefs] [dbo.Items] table.
b) using Castors ShStudio tool, save your item.sdata file and use the automatic SQL query that gets saved (where ever you told the server files to be saved) to update your Items table in your database fully.
c) using a guide (by ZeroSignal i think) use the program Python to "make" a csv file of your item.sdata, then "make" a database file with that csv, still using Python. Go into your SQL Manager and import the data in that file to the right table (dbo.items)

I'd recommend option b, it's the most simple to me, and although i do enjoy using the Python method for some things, i'm not profficient in it.. i just like it for the csv capabilities.

Credits to the people who do such great work so that making servers is a hell of a lot easier for all of us, and to those (mostly the same people) that offer their time and help everyday to make guides for us all to use.

Thanks with all the help from all the guides and you pointing them out to me i now have a Full tenacious set, chaos guard and whistaton eos.

I've been slowly adding each item individually cause there are items i don't want on my server xD

Trust me, it's alot easier to do the Castors tool method, things that dont drop, wont be in your server. set the Grade of those items you dont want to drop as something like 999 so that no mob drops them.

Grade is basically a number used to define a item or group of items to drop from a mob.
So lets say red apple is grade 1 and you give CTI grade 1 and a 100% drop rate.
He will drop a red apple each time he dies.
Grade 99 and 999 are never used by a mob unless you set it and contain a bunch of items that are not used in game by default as drops. (ap items, noss, special gears, etc)
You can change the Grade of an item to anything you want. Although it seems to me ep4 does not like grades over 998 dropping.
Just play around with it :P
