You do not need that npc as it just gives you a quest, I am not even sure if it is fixed in the .lua's.
Maybe your client is missing some files or the npc's local flag is set to 0.

Without any fixes, the boss cards would fit into the belt, but not give any stats nor any temporary buffs while fighting.
