This question has been answered a gazillion times, there is no 7.X-gameserver.exe.
The latest 32bit-version has been released by Pyrok, fully working with 6.2.
If you want to play or host a 7.1 and upwards server, you have to get a x64 machine.
I am not absolutely sure about virtual OS's, you coud give it a try and test if emulating a x64 windows would work with software like VMware/Virtualbox and so on.
