I chose them from the list, i wrote them by hand, i changed the language of the bot to english and tried both options again, and still doesn't attack them

Make sure the configuration is set probably for each NPC. (The last option, after priority, for NPCs & Monsters)

I have the priority set to 0 for every npc, I don't know if that's what you are talking about

Yes it can.
For people who have trouble with shooting NPCs, make sure that you have selected a valid configuration for you ship!
