I think, u need a little render, then u have to duplicate the render and make the duplicate black, then u use gaussian blur and then u have to put the black and blured under the normal. After that u create the bar, u have to copy the background and paste it in a little empty level. After that u make a border and chose a font and write. Then u copy the edited render into a new empty file, it must be at the 1. Level. Then copy the bar and paste it. If it looks bad repositionate the render.

Learn a bit how to work with a Graphical Programm to make it by yourself.
But making a Userbar is not very difficult...

Ich gleube du sihst nicht das seine userbar genau gleich ausieht.

Er wollte wissen, wie man so etwas macht, und nicht noch mehr davon.
