[Resource?] X7 Files ftw??

I have a question..
If someone had a new resource tool.. Would we be able to like use it??
idk from where but i have some x7 files on my desktop for some reason...
And theyre for s4. I found it on epvp so yeah.. anyways..

Would we be able to use the resource tool if we get a new resource tool??
So like then we can make our own skins and such x.x?
