Angry [Help] resource X__X

Yo all X__X
I have big problem and i want good answer for my prob =/
So lets move...
I have win 7 -> .net framework 4 beta 2 -> i run as admin it and with xp sp 1-3 (vista too)-> i try all 2 versions > i start the resource tool but he don't load...nothing...=/
How can i run it?
I will give for help million :3
