HELP LOCATING FILE IN RESOURCE TOOL

Hello, I want to know if there is a file that contains the base movement speed. I'd like to slightly adjust it. I'd appreciate the response. I've tried asking around but have yet to get a clear answer so I thought I'd post it here.

There isn't anymore. You were able to edit GAMETEMPO's like a few years ago with zYan Loader or smth but they got patched.
Though if you look at the spydagger's file:

STATE:SetMoveSpeedRate(0.5)

That's ain't an obvious movement speed but it works well as a cut speed. You can add that to any weapon.
