Oh with buying the effect changed? Here's an idea for you, get combi and buy yourself an effect changed master pants and stuff, I am lvl 36 so lucky for me ^.^

EDIT: just realized you can't purchase anything with the effect changed, I have a video on my channel that let's you buy with effect changed, but you need to be able to run cheat engine, which requires bypass

Okay so it all worked and I went into a lobby and restored the items. After I had restored it the effects seemed to go away. Is this normal? I played a chaser game with 100% pen on all of my weapons and face but I got as much pen as the others... 500(+137)..

All you have to do is press change again, go to shop and then inventory or the other way and then go into room and then restore. Its a lot like IDM, tell me if it works!

EDIT:
After you finish a game and then leave, do what I say up there. That should work.

I don't understand ya people , I don't press restore and it works fine? no crash and all effects are at their places o.o

You honestly don't always have to press restore, it just depends on the computer you are running. I press it so I don't crash sometimes because my computer takes a long time to load s4 ._.

Correct! and sorta incorrect.
When you go into lobby, all you need to do is click change and then go to inventory, and then shop, then hover over your items and if they have the effects that you want, you can join a room and then restore.
