You mean like instead of 40$, for 10-15$? They buy them in bulk when there is a sale with steam gift cards and so on. Before, those accounts were purchased through cheap countries like argentina etc.

If you mean the accounts that just cost 2, 3 or 4$. Those are cracked/stolen accounts and not allowed for sale on elitepvpers.

Either through carding, or they buy with their legit cards and dispute the payments. The full access ones on the other hands are either obtained through localized pricing or through huge sales on steam.
