Guys i just wanna help. Google "Process Hacker 2.27" then download and install.
Open your RO patch or RO client(Dont login yet)>> Open Process Hacker 2.27 as administrator>> Double click your RO Client in Process Hack>> Click "Thread">>Delete MDEV.dll, 0x0 , crypt32.dll , MS32.dll. That's all. And poof. You can use rPE. Those said name are not exact name, but you can search for it in that thread. If you have common sense you'll see it. I can't tell the exact names since im not doing it while im type. xD Goodluck guys. But any can give me a rpe filter for champ? Dunno how to filter. xD

try to delete crypt32.dll/MS32.dll/useren
.dll. I think you ddn't run that as administrator. Open RO client first then open PH as administrator.

thanks for the help but I tried it with an administrator, even if I am the admin of the pc still writes harmony still error

I do not know how to go've already deleted a couple of tries but always got the same error even with the first RO and then made ​​PH

Im so sorry for you. Im just sharing what i know. BTW, if you have vista or win7 OS, try to put ro in there and try it again. Im using win7. hmm. I hope this will work for you.
