I know that it can be done even nowadays , so I want info , hints ,tips tricks of how exactly is it done . Please write your answers in english , also it is strictly for USA based client , but if someone has done it on other localizations , please be kind to share .

Personally I am able to pinpoint on my server at least 2 persons who definitely abuse Item Duping . I mean WTF you cant have 1 day a naga and angel R4 and few hrs later another pair same lvl , also you cant be having a constantly opened shop with ALTAR-ED +4+5 cards , and last but not least - You cant be a priest who sells +3 buff cards each week .....

It exists, confirmed.
Patched in Epic 7, not confirmed but rumored.

I worked closely with someone who used the dupe bug. I was never told what it was/how it worked, but I'm aware of it's existence. Your examples are nothing: This person was an R2 fighter with fresh WD, about 4 R7 ifrits, 5 R7 genies, every rare, +20 r7 equips, 200+ t-protects, huge bulk quantity of everything and anything. I did business with him for a bit before I realized something was up. He's now banned for involvement in scamming, and knowing gPotato, that's just part of the reason, the rest is most likely abusing a game exploit.

Keep on searching, it's not very hard. :P

The big question is:
Has your rich friend gained all the items with a Dupe Bug or has he scammed/hacked a lot other players.

e.g. with setting up a Homepage or public TS server and hoping that somebody is so stupid to reuse his Game Login/PW.

So the talking about a Dupe Bug is just a trick to hide his other activities.

I have verified the following:
-He has spent over $4,000USD in the item shop
-His highest character is Rank 2 on US Servers. He has an R6 Character on foreign servers.
-He abuses an item duplication exploit, I have seen proof of it.

It is unverified but highly possible he resells in-game items for USD.

I've done large trades with him (50+bil in quick succession) and seen him with a summoned evo 1 WD. He gave me a fresh unsummoned naga for leveling a fresh kenta to Lv.90 for him just to see my reaction. After that, I received a fresh unsummoned angel for hitting 110. I traded angel+naga for a fresh cerberus and he repurchased the cerb with the promise he'd give me as many T-Protect as I needed to tame an ifrit. I tamed it on the 66th try (see Youtube video below).

I traded my ifrit for his fresh genie. I leveled the genie to R3 before trading it + add for a 116+25 Genie. Sold that for something, blahblahblah, I forget. Ended up with a 153 Gnoll and about 5bil in items (+20 r6 staff and stuff). I traded the gnoll and 5B add (all my possessions) to KageShin of WildSeven on Tortus Server for a 150+25 Blue Pixie, one of the few R7 bps on the server.

I gave the BP to this person at no charge. He later gave me a fresh angel as a thank you gift, and I continued merching. I traded up to an R6 Angel with +20 R6 2H Staff and +20 R6 Warrior armor (See video of it in action below).

I sold the angel and equipment in my merchanting venture. On a whim I purchased 12 T-Protect and donated to altar trying to get an E-WD. I got one after 2bil of donations.

I tamed the WD on the first try that day (video proof below). The cards given to the tamer were misc. altar crap.

why should he need to dupe items ?
After spending so much money in the CS shop must he own enough money to buy all this things in the AH without any problems.
