First of all, Rappelz is based on SQL Server.
Then: Navicat is a program like SQL Server Management Studio (smss):

).
It is NOT a hackprogram.
To "hack" *cough* a PServer you can use smss, too, you just need the IP, user & password for the Database.
Your way of "hacking" is using an empty password to connect -> Just really bad servers don't have a password or even having the Port for Database open.
