problem with commands

hello...

every time I try to use commands in "CaptainHerlockServer" or "PrincessAuroraServer" nothing happened, can you tell me why?

note:-

-server works fine and every thing is correct
-I tried to use these commands {#learn_all_skill("char_name")} and{ #insert_item(Petcard ID, 1, 1, 1, -2147483648, "char_name") }and nothing done
-you can find these commands in this

see if you can use this /run learn_all_skill() or /run learn_all_skill('your name')
it is working only for GM .
