[SoS]Rappelz Server Help

So for the past here days ive been reading through the forums over and over trying to understand how to make a 9.4 server (public / published) and well, it has been a fail. I do not want to give up I just need help. Or atleast willing to pay someone to teach me how to do it properly (Setup the full 9 yards) I can do the rest after that.
