It does appear that way,

As little french as I know it sounds like they are trying to trade a retail account from the French server Seraphin

Yet the strange part is where they mention a couple of p servers, and it sounds like they want to trade for a p server account, which is just crazy.

With most p server rates it would take just a week to get where they want to be, wouldn't it?

Edit: As I read it in more detail, They are offering an account from the official server Seraphin, or something possibly of equal account value from the private server Zuesa, They are looking for an account from private server Shiva.

Certainly could be in Rappelz Trading section.
