I am not sure if it works the same with 8.1 as it did with 7.4 once I got rid of game guard on 7.4 I never ran it again.
As c1ph3r said it may have an issue with the server IP in the sframe I am not sure if that is the case or not.
Error 153 is for "Setup file for GameGuard does not exist or is corrupted.Delete GameGuard folder,restart PC and let launcher re-download the GameGuard.Or download setup file for GameGuard and install at GameGuard folder."
The set up file is gameguard.des
The first initial install is done by locale with your local .ini file
After the first install gameguard.des will continue to update based on locale
What you need to get it installed properly.
The correct gamegaurd.des file for your locale which can be found in the root of the retail folder. (You need the current gameguard.des file for the Arabic version)
The correct .ini file for your locale which can be found in the root of the retail folder. (You need the current Arabic.ini)
A current game guard installation folder from the retail folder that works.
At initial launch with all of these things in place game guard should not need updates and should just run properly. (It did on 7.4)
When there are game guard updates available for the locale that you are in (Arabic) game guard will update based on the gamegard.des file and the Arabic.ini file you will get the Arabic updates (At least this was they way it worked on 7.4)
8.1 may be different. I don't know.
I do know that you cant have a US client and a German gameguard.des and launch the game with /locale:Windows-1256 /country:ME and expect game guard to not complain it was installed wrong.
Get everything, all of the game guard files I mentioned, from your updated retail version.

Maybe it is in your TTF files? I think I remember seeing a text "right to left" or "left to right" somewhere.
Or maybe it was in an .opt file
