Can or has any1 made an NPC that when players Click on it then click on one of the options opens up a voting page? or when players click on it it opens up a website. Is this possible or has it already been done?

I just wanted to ask this...
Well I play on http://www.wow-online.us/ and there is a Voting system there...
After I voted I changed my ip and instead of saying "12 more hours to vote" it said "you can vote now" but if I vote i get no points and it keep saying "you can vote now" untill 12 hours have passed and I REALLY can vote again... :rolleyes:
Do you have any suggestions? like CheatEngine or something?
