Well they might have just changed the extension, take the large file and change extension to .epk , locate the other and change extension to .eix and you can then unpack...

Some servers usually pack the .eix files within the metin2client.exe. check if its big ( usually > 5mb ) , then the other files are in that .exe

You can decompile it and you will get those files....

It seems that the game uses something that is implemented in the win10 , and not in win7, i think you can't really do anything about this, downgrade to win7 or simply change the hack..
