Banned without cheats

I got a 24 hour ban for cheats even though i didnt even inject any what could of caused this

No if you other account got permanent banned for cheating all new accounts you create will get 24 hours banned even without a cheat.

Will they lift the HWID ban eventually? E.g. after a week/month? And might a clean reinstall of windows work?

This does seem like you're hardware is banned or flagged. You could get some new hardware to fix this, or get a spoofer..
