Reduce Casting Time?

i just wanted to know if anyone knows wether or not the casting time for skills is server sided or client sided?

yep because in territorial war we don't want other clan to get hand on our hacks they may use it against us, so the hacks only available to us. one example is "lag hack" very usefull in TW when attacking enemy base.

it is a clan in PH server u cannot play there since u play in RU.
