Well, for England, from what I'm aware of, you are practically open to anything you so desire. As there is at least one uni which does it. I've heard you can study the Harry Potter books for 4 years, or even , I don't know why there is a qualification for it, but that's England for you!
The costs vary from each course, along with that you can get grants and so on.
Yes and no, it can be considered a substitute for an English based course, just more heavily focused on HP. But to me, I wouldn't believe so, but I can probably say it would be helpful, but not in the aspects we are thinking of.

There are some really weird courses out there. However, if the person wishes to take that course, then so be it. In the end, it helps the person in numerous ways. True that HP is interesting. I saw every part around 10 times, I love Harry Potter. It's quite interesting. Maybe even I would grow up with it, lmao.
