It's probably used exactly as it's expected to be, an identifier that you are not supposed to change (most of people don't even know what the registry is)
Could be used for multiple purposes :
- Analytics
- Monitoring (logs...)
- Further HWID "ban" possibilities (got serious doubts about it, GF is too money hungry for that kind of bans)
