I know someone did share it at one point but then deleted the download link.

Its an answer to your question It Come from Copy and past Packet logger in a txt.
Packet.txt dépends on the language and why no one want to share It Its because people are to lazy to talk each npc open each shop click each recipe and go on all map.

Step 1) Download Cheat Engine and Packet logger
Step 2) Inject said packet logger
Step 3) Click receive packets/logs
Step 4) Explore each map, click all the npcs and each recipe!
Step 5) Right click packets -> Select all -> Copy -> paste into new notepad, save as packet.txt
Step 6) ???
Step 7) Profit
