How to play Russian server, but the English game client?

-Locale English

Nope

Run launcher normally (???\Cryptic Studios\Neverwinter.exe) without any parameters.
Press "options" in launcher window:

Now you have new window with options, scroll down and paste -Locale English into Command Line:


Click play and.. enjoy.
