First of all, the only real project of online is on EPVP, other sites like project reborn and this france reborn are fake. Second, it's possible if people want's to do this, but for finding people with skills you have to pay it because no one gonna make a fully functional server with no money and for a game. This is sad.

However, they say that they've made the whole Http and Xmpp servers themselves, I'll put that to test when it's up like I did with Vitaleks' server. It honestly looks like just bunch of 12 year olds trying to get famous or whatever.

The first point proves they don't know how the basket/commerce system and CarSlotInfo is used in the game. That literally means they copy&pasted some code and it didn't work out-of-the-box. I'm %100 sure that they don't even know that the product entry for the car slot is inside the CarSlotInfoTrans.

But in my opinion, they gonna do anniversary for they Need For Speed World Launch.

Anniversary for relaunch ? Why not ? But I'm not sure they gona do an event for this.

And for the date of release:
I sincerly Don't know.

have you tried to run/make multiplayer server for older versions? like open beta july 2010? (i know its a different client,different server,different physics) but does worth for a try?

You still need to write UDP code...
