Any hex editors lets you edit binary files on a byte by byte level. (which is what is hex editing)
Unless you really want to design a program for such a limited use...
I use XVI32 just cause it's convenient and portable (except when I open a file over 2 GB). Great for reading values from files too.
I have seen people use Cheat Engine to edit files too... but it's really designed for,
cheating (editing memory addresses)
