Should be obvious, but if you don't plan on unpacking the original server again and again, once things get stable, copy the original files and give them a .org/.bak/.whatever-but-xml filename in case something goes wrong when you want to tinker with something.
(This is from previous experience installing and modifying mods in my other NFS games for personal use)

The standard download/graphics means a reduced download time and HDD space IF you don't plan to use high/max settings "in the future" (aka now)
If you planned to upgrade from standard to Max, well you do an extra download for the max textures. (which I presume overwrote the original files)
Hence why there's 2 versions of NFSW. (not including language differences and how NFSW using Ascii sets for Latin languages and Unicode for the rest)

In theory, no difference for lower level of detail. Usually it's the texture detail that can do alot of difference for High/Max settings..
Say the licence plates.(Yes, I ripped them before)
Max settings (car detail level 1) in memory's 256x128.
But on minimum, it's ummm.. I forgot. But at least 128x64 (4 times smaller file size)

Dunno. It's not that important to run the game.
Maybe it's checksums or hashes for the updater to check if the files are the correct version or something. Or it could be useful for client developments.
(Also I have trace.log & updater.log, useless without a updater that's junk right now)

You don't need to put them in any folder. NFSW client by design (strangely?) is completely portable.
As in you can run it from almost any folder on Windows. (Even on a USB if you feel like it)
The data folder is all you need to run the game.
The launcher is what would update/verify the game files. (aka, update and do idiot checks, lol)
It's the launcher that has registry dependcies. (which can hopefully be migrated to *.ini files)
add-on: On the .hsh front, I have:
HashFile.hsh
HashFileen.hsh (English GUI text hash file)
HashFilefr.hsh (French GUI text hash file)
HashFileTracks.hsh (tracks...)
HashFiletw.hsh (Traditional Chinese GUI text hash file, aka Taiwan for historical reasons)
Don't know if they can yield any useful information, so I'll keep them.
