The difference is, in Forza the whole design is stored in one file that will be send to the others near you so they can see it. So it's no problem even if there will be so much decals on the car.
In NFS World it works like this= You are sending rough data only, just IDs and numbers. Car brand, model, color, aftermarket stuff and -the Vinyls. The ID of each piece plus its position/rotation etc. Then the other players game client creates the visuals out of the files that are stored locally. And because we are limited to crappy 31 slots, the amount of data is incredibly small, so designs are loading almost instantly.
In other Racing Videogames where players sending a complete sticker file, the Design will load quite slowly, depending how fast the players Upload Speed is. But yes this technique has the big advantage that you are mostly not limited.
BTW that is why we cant use tools like Texmod in NFSW. Sadly.
