Wrong symbols while translating

Hello,
I am translating item_proto using UTF-8 charset (I have set that in Notepad++). I use special symbols like: ě, š, č etc. But when i pack item_proto and put into locale, there is not error, but symbols doesn't work - like on screen( ) . I pack it using ZonerArchiver.exe
Does anybody knows what to do?

Hello, I've been trying to get this to work forever, but it wont. I'm trying to get foreign symbols on my keyboard. For example: Hold right shift and press a for an "a" with a line over it. I know there's a way to do it, but can someone please tell me how to do it? My computer is a Microsoft Windows XP Media Center Edition 2005. If anyone could tell me how to keep my original English Keyboard but be able to hold shift and press a letter key to make a foreign letter, you will get my thanks...
