Crazy symbols

I try somthing to change... and look for somthing.
and i think i found it but there are crazy symbols and no nummbers .. i can change it whit HEX editing .. but whit new bypass is it not possible to use Pack editing .. and i try to change it whit CE .. but i dont know what that is



Do i need a uncoder or anything ?

i use windows 7 enterprise
i think there are all Languag packs installed

How do you get a symbol in your name, like for instance if I wanted to use the name Hello¿ When you try, this is the error message: "you have typed incorrect language" I am guessing maybe something to do with olly, or perhaps something that can be done in cheat engine? I have searched and found nothin so far.

Hello, I've been trying to get this to work forever, but it wont. I'm trying to get foreign symbols on my keyboard. For example: Hold right shift and press a for an "a" with a line over it. I know there's a way to do it, but can someone please tell me how to do it? My computer is a Microsoft Windows XP Media Center Edition 2005. If anyone could tell me how to keep my original English Keyboard but be able to hold shift and press a letter key to make a foreign letter, you will get my thanks...
