[Help]Trying to remove 60 second delay after PVP

It gets kind of annoying when I have to wait 60 seconds and I'm having one of those times where everyone wants to PVP. I'm assuming what I need to edit is in Pleione.dll, but I'm having a hard time from there. Anyone mind pointing me in the right direction? I'm not really looking to be spoonfed, just need some help. Thanks.

Really? I'm on Win 7 and I can do anything I could on fail vista. o-o;

Look at the error on the botton of the screen. I just installed W7, so unno, if you have a solution that'd be nice o-o;
