Yeah, in all seriousness, its server sided. If you were to send a "talk to tarlach in human form" request while he's not there, you'll either DC or get a "get closer to the NPC" message.

I would imagine fleta behaves the same way, unfortunately.

yes i think you are correct, all npcs all the same, if you get the "get closer to the npc' msg. ull end up with this msg for all npcs ;( sadly.
