Well chances are, it is the program. Maybe you did something wrong with the little download speed thing. Are you sure you used the download speed and not the upload speed? And try switching around your mtu.

you guys need to forget using programs to mess with your tcp settings just watch a vid on it in youtube.

as for kukutune. heres what i gathered from it

MTU is Maximum Transmission Unit <-- this determins largest physical package in bytes. Ideally, you want the MTU to be the same as the smallest MTU of all the networks between your machine and a message's final destination. Otherwise, if your messages are larger than one of the intervening MTUs, they will get broken up (fragmented), which slows down transmission speeds.

so choose either 576 , if you have connection speed higher than 10mb+ u can do 1469 or 1500. 1500 is default. i would play with the settings and figure out what works for you.

TAF Transparent Application Failover
this is a client-side feature that allows for clients to reconnect to surviving databases in the event of a failure of a database instance. Notifications are used by the server to trigger TAF callbacks on the client-side. this is useless unless the nx servers have the feature built in. it perhaps does simply cause if they have connection problems then everyone who uses a game any one of them has lag problems and or no playing time due to lack of internet on there part. i can recommend a specific number so leave it at 2 as i dont know if it is set up or not on there part.

RWIN (TCP Receive Window) is the amount of data that a computer can accept without acknowledging the sender. If sender has not received acknowledgement for the first packet it sent, it will stop and wait and if this wait exceeds a certain limit, it may even retransmit. This is how TCP achieves reliable data transfer.
Even if there is no packet loss in the network, windowing can limit throughput. Because TCP transmits data up to the window size before waiting for the packets, the full bandwidth of the network may not always get used.

speeds to set your RWIN at depending on connection speed.(recommended by speedguide.net)

64240 (up to 2 Mbit lines)
128480 (1-5 Mbit lines)
256960 (2-14 Mbit lines)
513920 (8-30 Mbit lines) <--- i use this but i could get away with 1027840
1027840 (25-60 Mbit lines)

in retro. try kukutune see if it helps reduce a little bit of your latency issues if not then google up tcp ack frequency and tcp no delay.

its on speedguide.net and as well as tutorials on youtube.

--------------------------------------------------------------------------------------------------
i just found out that TAF junk has to do with the dword32 TcpAckFrequency set it to 1 to dissable nagle.

Chances are its not the correct mtu you should have, some people can go all the way to 48 (i can go down that far but my server lag is unbearable) So try out 576, it should be right. Almost everyone's mtu is 1500 default. Its either that or you are on vista client.

Hey, With the Tiara Moonshine, do I just extract the files into The Mabinogi folder?
Also, could I use the Tiara, Kukutune AND TCP Optimizer at the same time to reduce my lag? Sorry, I just haven't used Kukutune or Tiara before, so I have no idea what they do.

Thanks for the help!

Edit: Okay so I downloaded Kuku tune and it comes up with the MTU and all. Doesn't that mean I wouldn't need the Optimizer to change my MTU? Or do I still have to restart my computer after I change it on Kuku tune.

well tcpoptimizer is really there for just the part when you go to speedtest, kukutune is for EVERYTHING, tiara just goes into the mabi folder. There should be a downloader and it should already be specified to mabi folder

Cool, thanks man! :] But with the Kuku tune, do I have to restart after I set my MTU? I can't understand any of the characters on there.

hmm... What issues? just pure off lag? lol.... Kukutune is a hard program to learn but a few of the people who know how to use it are great full it is there. Unfortunately if you do not know how to run it after reading through the thread then you wont be able to understand it..

More like an error message that can't be prevented, I can't even change the settings.

Then again, I already created my own utility for changing MTU and I know how to get to my RWIN.

Plus, the nagle algorithm is pretty easy to disable, so I guess I don't need this ****** tool.
