looking for l2j low rate

me and my bro are looking for a low or lower rate private server.
like 10-20x server. with no lag(obv) and either high low or medium population.
a server with like npc buffers and crafting/raiding for gear beyond b grade.
and enchants available but not to to easly gotten.
