He can't waste mana for creeps if he starts playing annie, because of her manaback when annie kills a minions with her q.

i also highly recommend annie for anyone in lower elos to get up and get more game understanding due to the folowing reasons:

1. easy farming with q + good waveclear with w
2. good base stats + bonus stats on e active
3. high cc and burst, good teamfighter
4. highest auto attack range of any mid laner

i also agree that mechanicly hard to master champs (nidalee, leblance, leesin, etc.) arnt good to begin with.
These champs can prevent u from getting higher, if u cant use them to their whole potential(and u definitly cant if u are in silber).
