gifting reffered RP

hi its possible if i got 975 RP form refs to gift someone skin/champ? i've heard its not possible because i need to have friends from december but there is stated they need to be friends only 2 weeks

To send gifts to your friends u need:

a 2 Week friend chip.
And lvl 10+ (both players need 10+ to send gifts.)

The Gifter has to be Lvl 20. the account that receives the gift has to be lvl 10....learn it guys -.-
