Hello , you can find client instructions here : 
If you want to buy some account, feel free to add me on skype: ibartolin
Account is permanent only riot remove inactive accounts, so if you use it ( test the game ) your account will be active
On account you will get 950 000 ip/rp and you will be able to buy all skins/ champions / runes
