with 112 k RP you can easily buy every champs and a ot of skins, so it is very good for a smurf. The questio is: How did you get that much rp on an account and why on a lvl 1 acount?

Not refferals, he probably used that Mobile Payment bug Rito had some time ago. There was lots of 100k+ accounts, some of them never got banned, probably like this one. And he probably did refferals aswell.
