Okay, nowadays many PServers change their cooldown and casting times etc. and people can't find the right values, so here is what I'm doing on PServers to get the right times:
Actually what I'm doing is just reading the config-file or whatever it's called to get the times. For me, i'm using Kiki's Engine, it works the following way:
1. Start UCE, select process "engine.exe"
2. Go to "Search"-tab - Search type: Text - search for e.g. "Splashy Ice"
3. You'll find some, ~2-4 entries (there should be MINIMUM 2)
4. Then rightklick one of the first entries and select "Browse this memory region"
5. A new window will pop up. Down in the lower half on the right you will read something with "Splashy Ice" in the first line.
6. This is the part, where you will notice if you are "browsing the correct region", because now you have to scroll down a bit and look for something like "compare 3" or "compare 4"
7.a. If you can find this, I thing there's not much left to be said: read the value after compare 3 resp. compare 4 to get the TIMES USED ON THE CUURENT PSERVER
7.b. If you can't find it, take another address and repeat Steps 4 - 6.
8. I think I don't have to tell you how you proceed with these values, otherwise you can search on this forum
