Is Account Trading Safe?

Is GW2 a game where the account seller can always recover the account (like RuneScape) or is it possible to 100% safely transfer ownership?

Considering purchasing an account but would rather just powerlevel my own if there's a chance it'll be recovered.

Account Trading isn't safe. Its against the rules and the company can ban the account of course. In addition the original creator can always get his account back if he asks the support and can answer all security questions.

This is about it, the account owner always has an advantage over the buyer. There's no real perfect way to transfer ownership of an account properly.
