1. you need to have the tools, but unfortunately... no one will share it
2. hacking is private so if you're gonna make one... you have to study how it is created

Question - Why not just make a hack specifically for PVP?

I'm not sure if hack makers are purposely straying from making a hack too uber in PVP, as to not mess up the game. If thats the purpose, then ignore this post. I'm just wondering though, if a hack were to be made specifically for the purpose of PVP, it'd be pretty damn helpful.
When you use the current 'meant-for-questing' hacks, you'll only be able to use the full life med kits that YOU carry. The powerups will only give you ammo. Why not change it so that powerups heal you to full except...
