You don't need to decode anything related to CE's, it's readily available if you know where to get the source. But you do need to decrypt gameguard files if you want to understand its inner workings.
@bannedmember: all you need is a tut how to make an undetected CE, Delphi 7 Enterprise Edition(it has the needed libraries), a working detected CE, and a lot of time. I could edit a Detected CE and turn it onto a UCE but I'm too lazy, so good luck.
