Well, you need basic knowledge about app development for your target platforms and a good marketing plan to get users. Nobody would use an app for dating if there are no users. So you should think of a super awesome unique feature your app has which the others don´t have to have a chance to get a certain base of users.
there're source codes lying around all over the internet. The trick is to search for source codes of app clones, not the app itself and vihola you got your app. there's a good article as well on the subject . explains all the process
